Yup.. doesn't it just.
Blizz already confirmed that mass dispell can, for example, remove Paladin Bubbles - so much for the ol' bubble and HS
From what I've read though, at 45% of base mana and a 1.5sec casting time, Blizz are assuming that it'll be a fairly situational as to when you can afford to use it - for example in PvP if you were to try use it to remove a Paly Bubble, the Paly has enough time to run over, stun you, and commence smack-down.

The thrid stage of the weapons require 20 nether vortex to craft. These are epic BoP items, likely to be found in 25 man raids. The armors need only 5 of these. I assume this is because the weapons are cheaper to make in the first stage.
